HELP! My outside tap won't turn off.

We were using the garden hose earlier and when my son went to turn off the tap it was stuck in one position and will not turn off. the tap itself won't turn in any direction. I have temporarily turned off the water mains (via a valve in the hot press) but in the meantime I need to sort this out. Anyone know what I should…

Is there much visible pipe going to tap.u could get a fitting to blank the pipe,and disconnect tap,thus letting u turn mains on again and fix/replace tap.if u add photo of tap,can advise what fitting to get?it may be just the spindle on tap that is problem,did u try tighten little nut beneath the tap handle.?
