I have a 02 Focus that failed NCT for imbalance on rear brakes. Would it be just a change of pads required or more ??

Has it got disc or drum brakes on the back? Most of them had drums.

Did it fail for a handbrake imbalance or a service brake imbalance?

As George said, the majority of standard model Focus had drums on the rear.
