Here's a photo of the exterior of the cooker vent fan from the kitchen. The flaps swing up and down freely in the wind and are really noisy. I'm wondering if this is a common issue and whats the quick and easy cure?

I would replace it with a different design. I have one for a dryer that's in the form of a wedge shaped cowl with the opening at the bottom. Inside is a circular flap that covers the opening which blows open on activation.

If you are handy, you could possibly make a wedge shaped cowl to fit over the existing vent to keep the wind off the slats.
