I was forced to exchange my Irish licence for a BG one a while back because I received a traffic ticket.

If I were to return to Ireland what would the attitude of the Gardaí etc to me an Irish citizen having a non Irish licence?

Can you not just get a replacement irish one when your home? You still have a valid irish licence

No I don't. The cops said it would be voided.

Could you just claim for a lost one in Ireland or would that be illegal?

A decent guard with a bit of time on his hands would presumably quiz you on the choice to live in BG. If they've bona fide exchanged it and notified the home life ding authority then you no longer have an Irish driving licence and would have to apply to exchange your BG one for and Irish one when/if you return to Ireland to reside. If, on the other hand, they simply snipped it up and disn't bother to notify (as I understand some of the UK offices have done) then presumably an application for a replacement would be respected.

There was a thread a while back (I think the mutual disqual thread) as to whether the form merely required you to certify it as no longer in your possession rather than lOst/stolen per se.

Legally they could do nothing, as you can drive on your BG licence in Ireland for as long as you want, and also that way you could avoid any penalty points in Ireland.
What attitude would gards present - I have no clue. Considering road-checks here are so rare, I wouldn't worry.

No he doesn't as he exchanged it for Bulgarian one.

The correct procedure would be for Bulgarian authorities to send back his Irish licence to Ireland so his last local motor tax office would know that he is not in possession of Irish licence anymore, and now holds Bulgarian licence.

I don't know if it works that way in this case, but I know that when I exchanged my Polish driving licence into Irish one, then Mayo motortax office sent my Polish document back to Poland, and they have it now in there in driving licence office in the city council in Poland where it was issued. They do know I hold Irish licence now also.
So if I tried applying for a licence in Poland explaining I just lost my document, most likely I would be prosecuted for making false statements.
