Red-Flagged by RSA

Was talking to a friend who has an old ford transit. It was booked in for a doe test and failed on a few items.

As the van was only used occasionaly and because he hadn't time to sort it, the re-test date expired. A month or so later he went to book the van for a full test but was told by the doe centre that it was "red flagged" by the rsa and that it couldn't go on the road ever again.

He was never stopped on the roadside at any kind of rsa or garda checkpoint and the van was never driven while out of test, only between centres and his mechanic.

It's an old van that has had a lot of work done to it but for the occasional use it gets it doesn't justify buying a replacement new one.

Did anyone ever hear of this happening??
