Understanding Planning terminology - "Leave to Appeal"

    Just reviewing a planning application for retention of works to a property. The Retention was granted by the Local Authority but subsequently was appealed to An Bord Pleanala by a third party. The decision of ABP was to "refuse leave to appeal".

    Just to clarify, does this mean that ABP agree with the decision of the LA and dismiss the appeal by the third party?

    i believe it means that ABP decided to not hear the appeal from 3rd party, rather than it actually judging the appeal. Reasons could be invalid submission, late submission, etc.
