    Sounds like analogue cable to me. Whilst it may be still active, if its not being paid for it can be disconnected at any time, so you should contact UPC for a subscription if you intend using it on an ongoing basis.

    Yes contact UPC. For about 22 per month (the cheapest package) you get a small grey box which decodes some extra channels plus you keep your existing 17 analogue channels. The most basic box (called digital value without the +)cannot record. Everything else is more expensive,

    This is quite common. Often people move out without cancelling UPC and even when they do UPC often only cancel the card in the digital box. Normally they do not physically disconnect the cable in case people start paying again. It's further complicated in apartment blocks where they physically need to enter and find where to disconnect.

    So yes ring UPC and ask them for a subscription.
