How do I claim rent allowance

I am trying to find out how to claim rent allowance.

I have just been to the local Health Centre to get forms but the person I spoke to didn't know much as she was standing in for the person who usually deals with it. Yesterday I tried phoning and it took half an hour for someone to answer and they hadn't a clue either!

I have a SWA1 form and a SAW2 form. What else do I need? She seemed to think there was more forms!

Also, I pay €400 per month in a owner occupier house but yesterday I was told I will only get it if I pay under €300. How do I deal with this? I can't pay the €400 per month myself as I've no job and there is no way the landlord will reduce my rent by €100 per month.

you have to be on a local authority housing list,

or renting for 6 months and paying the full amount of rent.

you may have to move to a flat share for €300 per week and apply.

I am renting for well over 6 months. I can't find a flat share situation that will accept rent allowance. Has anyone else found this?
