Reconnecting electricity supply >2 years

I am looking for specific information regarding reconnecting the electricity supply to a house that has been disconnected for around 6/7 years.

To be on the safe side I would get a ETCI certificate for the property, is that all I need?

I would hope the existing supply cable to the house alongside the existing meter housing could be used even if it falls outside of the latest building regs?

Much appreciate any help on this.
