They do delivery from the UK, it's a very good service, I bought from them before, derailer snapped a few days after getting it, made bits of the bike and wheel, they sent me a brand new bike while collecting the broken one, was well impressed, somebody robbed it about 6mts later just to add insult to injury.

Pretty sure they have no presence in NI. Nearest store coming up on their store search is Glasgow

No, there's no Evans in Belfast.
Some of the main cycle shops I know of here are;

There's also Decathalon & a few Halfords
