Is the so called "Digital dividend" plan "fools gold"? http://www.theregister.co.uk/2012/05/10/freeview_interference/ Either is should remain TV broadcast band for HD, 3D, 4K HD etc Or it should be Fixed Wireless which unlike Mobile (even LTE / 4G) is real Broadband and is up to x16 more efficient in Spectrum use.
