hey, I just got documents from dublin city council which I requested for parking permit, I wanted to get parking before I get car so that when I buy car I have place to park it, but turns out they are asking for insurance docs, car registration and so on. Any suggestions how I should do this process? Like buy car then place it and pay for like 2-3 days parking on street until I get docs?

I applied for one of these recently. You will definitely need to have your car first as the car registration number needs to be printed on the actual permit. You will also need your insurance certificate, licence (provisional is fine) and another proof of address (such as bank statement or utility bill in your name).

Once you go into them with all these things it only takes a couple of days for you to receive your permit, in the mean time they will give you some temporary 24hr parking passes. Is there anywhere else you could leave the car while you are waiting to get the documents though, as I'd say paying for parking would be quite expensive.

I bought a car on April 2nd. I got the registration paperwork on April 19th. I couldn't tax the car until I had it. Parking wasn't a problem for me, but it would have been if I had to have a permit to park during those 17 days. So definitely get whoever you buy the car from to send your details off to Shannon without delay & find out from the Corpo what to do in the event of their being a significant delay in getting your paperwork sorted.

is it okay if I park it in my friends garage for now? or are they gonna come and look to make sure it's there?

Why would they be coming out to check if your car was parked in a place that you don't have permission to park it in yet? That doesn't make any sense.
