Maybe the councils should concentrate on dog **** and litter that is all over the beaches and parks

Or are they just looking for easy targets they can fine on the spot

Why introduce new rules when you can't even enforce the ones already there

Smokers should of their own helemt, like a giant glass fish bowl, and whenever they want to smoke they put it on and they can smoke where ever they want. They will look like a twat of course.

Totally agree, i dont smoke either but theyre going to far. If they want to cut down on smoking related illnesses then they need to start targetting parents smoking in cars with young children/babies on board.

I cant see how they can police it either, are HSE inspectors going to be given powers of arrest to detain people they find smoking on beaches or parks? I cant see people willingly giving their details to HSE personell snooping around parks/beaches so do they propose to arrest these people until they establish their names/addresses???
