Should there be a sticky for general rules questions?

I know that the Rules of Golf booklet is very well structured and written but every now and then, even after consultation with the book, certain ambiguities may still arise in relation to rules that are not so clear cut.

I do realize it might be a minefield to moderate because of differing perspectives on stated rules.

Let me give some examples of area that may seem not so clear cut.

    > Watching the golf in Quail Hollow tonight- they showed how tiger was allowed a free drop, even though his ball was lost. I posted this in the relevant thread:
Covered by rule 18-1 but I thought the ball still had to be found. It happened a playing partner before, ball hit to an area where we couldnt see but there was no danger of any kind. As we got closer, we saw two young lads sprint off and then out of the course. So, we obviously didnt find the ball and the guy just took a loss for that hole.

    Quote:
    18-1. By Outside Agency
If a ball at rest is moved by an outside agency, there is no penalty and the ball must be replaced.

Note: It is a question of fact whether a ball has been moved by an outside agency. In order to apply this Rule, it must be known or virtually certain that an outside agency has moved the ball. In the absence of such knowledge or certainty, the player must play the ball as it lies or, if the ball is not found, proceed under Rule 27-1

    >Also, in an area that I was slightly confused about before I researched it on another golfing forum regarded getting a drop from either the nearest point of relief (1 club length) or taking a penalty drop from a hazard ( 2 club lengths). I had been told in my own club that the ball must finish within either 1 club for NPR or 2 for penalty drop.

I have since discovered that the ball can role up to another 2 club lengths from where it touched the ground on the drop. So, in theory, taking the example of dropping out of a hazard - the ball could roll up to just short of 4 club lengths from the hazard line and still be fine.

No, because the mods are not responsible for ensuring the accuracy of the posts and so there will be as much mi-information as accurate information.
