Change of use - Planning application

Have searched about on the net and on boards for information on this, to no avail.

Contemplating opening a cafe/eat-in and take out deli in what was a clothes shop. There would be very minimal construction works require, all cosmetic really.
It looks like I would need to submit a change of use planning application.

What sort of time frame would the planning application take?

The unit is a basement unit with steps down. Would I meet any problems because of this?

Also, having trouble finding information on licenses. Wine/foreign beers are an option for me, which license or route can I go down to allow this? What would be the time/cost requirements for this?

    Thanks in advance!

Six to 8 weeks for the planning app. 500 euro for an annual wine on license from the revenue. There's a way to get a license to sell beer without a full pub license or a full restaurant cert -- this is from the local district court. You are going to have problems with Disabled Access unfortunately. Change of use to a food premises will require a change of planning, which in turn requires a fire cert and then disabled access as a consequence. They sure make it hard for us...
