my kids potrrait question

ive a lovely snap of my youngest daughter , im so proud of it .
im looking to get a good oiled effect of it . dont have the cash for photo shop etc. is there a budget tool i can water or oil it with ? and canvas it for framing . ive tried a tool called fotosketcher but i cant seem to get a good balance of the way i need it to look.

It was originally developed on linux but there's a windows version now.

There is a difference between getting some software and having the knowledge & skill to use it. Unless you are going to be doing a lot of this, it may be quicker & cheaper to take the file to someone like 360-dpi who can do the whole lot for you. Paying for a few minutes of am experts time may get the best results.
