Training a cat to go to the toilet outside

We have an older cat and a younger car. The older cat was our first ever cat, she used the litter tray at first but then migrated to using outside on her own.

Our younger cat has never stopped using the litter tray, if she is outside and has to go she will meow at the window as though the sky is falling in order to get back in to do her business.

Is there anyway to train her to go outside?

Can you put the litter tray outside? If she objects at first, move it nearer and nearer the door each day...

Would fitting a cat flap be an option?

We've a cat flap, himself used to go inside all the time but the litter was moved toward the door and eventually put outside. He doesn't even use it outside, he just goes out to do his business now and we haven't had a single accident.

The first time it's put outside, sit him into it and if he has the flap to get in/out, he'll be able to find his way back if he chooses to use it. Ours just decided that he liked the feel of the grass more, it would appear :)
