    Last week while playing my second shot in a par 4. I pulled my shot and it ended up in a hazard directly behind a red stake. Am I allowed to remove the stake to play my shot?. I know I can remove the stake if I'm not in a hazard

    Yes you can. Red/Yellow stakes are generally moveable obstructions which you can remove regardless of being in the hazard or outside.
    If the stake is not moveable, then outside you'd get a free drop if it interfered with your stance or swing but inside the hazard there's no free relief so play as it lies or chose your usual penalties to get out of the hazard (drop under penalty, re-hit from previous spot etc.).
