Radiator not heating fully

    One of the rad's in my house ( bedroom ) wont heat up fully,, I have bleed it, and even knocked off all the other rads,but still wont fully heat up.
    Only the bottom half of the rad will heat up, its a nice heat from the rad , but only bottom half !!

    Any idea's on how I can fix it ? or would it cost much to get somebody to do it ?

    Shut all upstairs Rad off except the one you want to heat. You need to be sure they are all off not just turning the knobs ?. If you have the downstairs on a zone close that off also. That should force the heat to the Top of the said Rad.

    How do I turn off the rads? I presume it's the opposite end to the end with the knobs..?

    Generally speaking one knob is larger than the other. This usually is the flow and the smaller one is the return. You can also tell by holding the pipe on either side of the rad and the hottest side is the Flow. Close that Valve, you might be best pulling the handle off the top of the valve and closing it with an adjustable spanner, making sure not to over tighten it.
