What yous think, what would be cause of vibrating steering wheel, when apply on brakes, nothing on speeds, just comes up when apply brakes. warp brake discs ? or one of bearings bit out ?

Nope, there is no vibration on brake pedal. thats on my wifes vw polo 10d, it actually appeared after i changed to winter tires before last year winter(in a garage).... i thought, the fit them incorrectly, now i have new alloy wheels,..... samo...
cant see new car brake discs getting wrapped, might wife hit kerb or something, and pull out hub off bearing lil bit ???.... heard that thing happen on vw cars.

Could posdiblly be front arm bushing this would also give a shake in the steering when braking also one other problem it could be but I think this would happen all the time not only when braking and it's a bad cv joint the only way to really nois jack up the front of the car and check everything for play

In my opinion it needs balancing defo, had the same problem 2 weeks ago and it turned out to be balancing.

Did you replace the wheels yourself? Was a torque wrench handy?

Could be something as simple as overtightened wheel nuts.
    Ask me how I know....

Edit: apologies...poor reading skills. But the garage might have overtightened the wheel nuts.

no im not, if youll read posts above, people experienced problems, when wheel bolts wasn't torqued right.

just for you ill repeat problem, thats vw polo 2010, 1.6 tdi, when braking, steering wheel shake, no pulsing on brake pedal - which eliminates warped brake discs . when brake harder, vibrating dissapears, but normal brakein, like before crossroads, steering wheel shakes, and it come worse now. wheals and tires are new, cant blame .

No, he is dead right.you can warp parts by having different torque settings on each bolt. The heating & cooling down process will vary depending on the torque.
My suggestion for this problem would be, in order of priority:

1a. Check that the front wheels are clean & that there is no clumps of mud, etc. stuck to the inside of the wheel causing it to be off balance (this happened on a colleague of mine's car. He was a little embarrassed when the ttyre place pointed out that this was the problem!).
1b. Check the tyre pressure for all of the tyres, make sure they are at the correct pressure as stated in the manual (or online to research correct setting).
1c. If the tyre pressures are incorrect the tyre could have worn unevenly & this uneven wear (e.g. Outer edges worn more than centre section of thread) could cause a wobble under braking. I had a tyre wear very oddly that caused the tyre to howl like a worn wheel bearing (that even fooled an very experienced & highly regarded mechanic in a BMW dealer enough for him to approve a wheel bearing replacement under warranty). So check your tyre wear to see if it is uneven.

2a. Remove both front wheels, spin the disc & check to see if it moves in and out as you spin it. Use something as a guide/reference point to let you see if it has warped.
2b. Get the front (& rear as your at it) wheels balanced, it's a cheap job that is worth ruling out.

    3. Get a mechanic to check the ballpoints & bushes to see if they are worn, loose or torn. Any play in these parts could lead to a wobble under braking.

    4. A worn wheel bearing can also lead to a wobble, although it is less likely to b the culprit than the items mentioned above, plus a worn one will be howling & growling before it ever gets to a stage where it will cause a howl.

    5. Worn top shock mounts can also lead to a wobble under braking, get these checked out for cracks in the ruber or play in the bearing.

Don't jump automatically to blame the warped disc, it is a common cause but not the only cause. BTW this checklist is not exhaustive either, there may be other things too!
