for a job in a place you got an interview for but wasn't hired? I got my chance and didn't take it would that be HR's mindset. Its for a different branch but same hiring manager I think

Yes, aply again, you may have been beaten narrowly to the job by a better candidate, who obviously will not be applying for this job. Alternatively, contact the hiring manager directly and just ask him/her.
