Its USP time again. No need to worry about replying to the consultation on this occasion; they've already provided the draft decision at the back.

    http://www.comreg.ie/publications/comreg_consults_on_the_provision_of_telephony_services_under_universal_service__obligations_uso.583.104091.p.html

    I liked this paragraph best.
Because the market is at such an important stage of development, ComReg considers that in principle it should for the time being observe the effects of technological developments and market provision on broadband availability and forbear from regulatory intervention in the area of broadband as a universal service. Accordingly, ComReg does not at this time propose to define FIA at a rate necessary to deliver broadband. Notwithstanding this, it is clear that ComReg will need to re-examine this issue carefully and it proposes to do so in 2014, when the effects of many of the market and technological developments and Government initiatives should be more apparent.

    "important stage of development,"

    What?

There is nothing new that will help Broadband. LTE is for MOBILE users, On the Go Internet.
It's cheaper to do Fibre outside of Eircom than rescure it
UPC is only ever doing Urban and some Suburban.

    It's a cop out.
