If someone was disqualified from driving in rep of Ireland , on grounds of no car insurance and endorsements , could they did move to NI and apply to hold a learner permit and be able to drive home when required ,or is the ban in NI as well

So in other words can someone who is disqualified from driving (on the grounds of no insurance and endorsements) in Rep of Ireland get new permit in NI and be able to drive in both NI and Rep of Ireland

Permits are only valid in the country of issue.

I'm going to close this, as you've already had a discussion with regard to your brother.
