Dutch Discrimination against other EU Residents

Just in relation to the Coffe Shops in Holland, a ban was upheld last week to stop non Dutch residents from going into these "pot" shops in certain districts with a full Nationwide ban to follow by 2013. (news story here )

As a EU Citizen can the Dutch really do this without breaking Discrimination and EU Citizen Right laws.
It would be like if we the Irish decide to ban non Irish EU Citizens from getting medical treatment here. Complete Discrimination. One law for them and another law for us.

Legally can the really make a law like they have done? I don't know of any other such laws.

    They are apparently allowed to.

Can't see why not as they are discriminating (ie making a choice) based on residency nt nationality. Your preclusion as a non resident seems proportionate to maintain social cohesion and doesn't seem to infringe on your freedoms (travel, work, establishment) under the treaties. It's hardly the only service not available to non residents.

My understanding of the pot shops are that they are essentialy illegal, but tolerated - is that correct?

It's all in the linked case.
