Desktop version of Instagram?

    Ok I know this might be blasphemy to some, but I find instagram quite handy for putting effects on some photos. I hate doing it on a mobile though and Instagram is fairly simple/restrictive.

    I'm wondering are there any similar programs for Windows etc? I assume Photoshop can do this if you really know what you are doing (I don't) but does anyone know of any programs for doing the same kinda thing as Instagram, Hipster, Pixlr-o-matic, PicPlz etc?
