Apartment cold tap in bathroom, No water. And cant isolate supply

    Hows the going,

    I do maintenance on a few apartments in my area and was called to a flat in a building, the problem being that the cold water tap is not working, so I thought It might just need a new rubber washer or swap out the barrel. So i went into the hotpress to find a valve to shut off the cold water, could not find anything, my next thought was the mains, could not find that and thought it being an apartment it would be in the hotpress but there was nothing.

    So my I am wondering am I looking in the wrong place or what? Im partly guessing turning off the valve before the pressure vessel going to the copper tank is not going to work as thats hot water but I have no idea where to look.

    Im not a plumber by the way.

    And with the tap it just trickles water so would that be the washer or is the barrel gone?

    Any help appreciated.
