I have a sony vaio vpcf12 model and the fan on it is pretty loud and gets a fair bit of use, almost constant. will this over time wear out or degrade? will it have any effect on my laptopp. is there anyway of reducing its use like with those fan table things?

Have the fan or heatsink been cleaned recently? From a recent thread, don't ever, ever do this!

I don't know about your particular model but they can be covered by a hatch or the entire laptop might have to be disassembled. If you're able to get it open get some cans of compressed air. Make sure to hold the fan blades in place as you clean the fan.

Don t remove the back cover .
I did as I wanted to clean the Fan . I damaged the Pins on base speaker .
Get a car vac . Turn of laptop . On the lowest vac setting . Place it near fan in take .
remove after a 30 sec or so .
If can afford to spent 145 Euro . You can Get a crucial 128 ssd
That will improve your laptop performance and your fan will be quieter as there are no moving parts in an ssd to cool
