Can my Spouse claim JSA ?

I am self employed and have put in a JSA claim. I originally claimed last October and was then refused last February.
My Taxable earnings for the past 2 to 3 years (up to 2011) have been around €10,000 per annum. 2011 has been worse with a taxable figure of around €8,500.
The reason given for the claim refusal was that the social welfare officer assessed my taxable earnings for the 12 months from last October to be just over €20,000.
I have appealed this decision to the Social Welfare Appeals Office but it looks like I will be waiting many, many months for a decision regarding this appeal.
My question is this. Can my wife (who has not worked or claimed any form of social welfare for quite some time) initiate her own claim for Jobseekers Allowance ?
I know that they will probably use my "assessed" income rather than my actual income from the past few years, but can it do any harm to have her claim while I am awaiting an appeal.
I was also refused supplementary welfare allowance as I am working more hours than they allow. However, as my wife does not work perhaps she may be entitled to some form of supplementary allowance.
    Any advice appreciated.
