Rads heat up and then cool down

Have an issue in my Mums house, heating comes on all radiators heat up fine, now after about 15-30 mins 3 of the radiators cool down again.
We have replaced the thermostatic valves and still the same, plumber came in and installed presurised system cost approx €400, still not fixed
Another plumber reckons its air in the system but can't get at the oil boiler so says he needs to cut a hole in the boiler and blow out the air.
Now one thing I noticed is that 2 of the rads with an issue when you bleed them air hisses for a while then nothing, no hissing or water, not sure whats going on there?
Also if you turn the heating off for 15-30mins and turn it on again the rads heat up again but issue reoccurrs?
Need help, costing us a fortune and nobody seems to know what the issue is.
Seemling taking the boiler out is a big job, true?

The reason your not getting air or water at the rays when venting is because of the system been sealed/pressurised you have to manually open the filler loop to let water in when venting , any lost water has to be replaced this way , filler loop is probably located in hotpress or attic . Pressure should be set to 1 or 1 1/2 bar be careful not to over pressurise it.
