Can iPhone 4S' Be Unlocked Without Carriers?

Thinking of buying one on Adverts and would like to know if it's possible? Maybe something like a Gevey SIM or maybe one of those phone shops in Moore St.? Oh and also, is there any way to check and see if the phone has been blacklisted without it in my possession? Cheers, I'd love to know.

Yes you can unlock it but it has to be jailbroken and if it's on the latest firmware it's tethered at the moment.
