UTI testing

What is the scale used when doing a UTI dip test? In other words, my daughter has a UTI (could be her reflux acting up), and the GP said the white cells were -1...where does that fall in the severity category?

Also, in all the dips we've done previously they've talked about protein & white blood cells, but this was the first time the doc noted a reading of blood in the urine. If white cells are in the urine, would miniscule amounts of blood automatically be in there as well, or would the presence of blood represent something in its own accord?

I'm not looking for medical advice - I talked to the GP & our chemist about this as well, but didn't really get clarification. Basically I'm just hoping to get some info on the above so I know how hard I have to push the hospital system to get some tests that are overdue.
