Eircom and o2 speed tests screwed up

Isn't the maximum download speed 7mbps on my dongle Huwaei E173 yet when i do a speed test past few days it say up 10mbps. Obviously the o2 and eircom speed tests are wrong. Just curious is to how this could be happening that its giving such a incorrect result.
