Importing car into Finland

Difficult to find absolute correct forum to post this but here goes anyway. MODs fell free to relocate if necessary

Brother (Irish) and his Finnish wife moved there last year. He had a 2001 406 which they packed up and took with them. They have got the necessary mods completed on the car for compliance to the requirements there and it has passed their equivalent of the NCT.

They have hit a stumbling block however in relation to a permit which they have been told is required in realtion to Euro 3 OBD compliance or something like that. My understanding is that some department required a document stating that this car ( registered in feb 2001 ) was non OBD II at time of registration.

I'm confused to say the least and said that i'd throw it out here to hopefully get some light shed on it. Any ideas welcome & greatly appreciated !
