    Windows 7?

Laptops nowadays come with a recovery partition builtin, google says to access on a Toshiba you press 0 (above the letter P), it could be F8, could be F2, all the manufacturers are using different buttons even on their own different models. Pain in the hole.

Press it when you see (keep pressing it) the Toshiba Logo Screen and see if you can access recovery.

If it's wiped and it may be cuz of trying to install Dell windows (which wouldn't work due to different software/drivers and all that) and it's windows 7 you can download it here and then look for any missing drivers that windows updates doesn't find on Toshiba site.

'Satellite Pro' is Toshiba's equivalent to 'Corolla', they put the same name on a thousand models from the last 20 years.
The good news is they almost always use mainstream chipsets / peripherals, a generic Windows install disk will include drivers for almost everything.

If it's wiped and it may be cuz of trying to install Dell windows (which wouldn't work due to different software/drivers and all that) and it's windows 7 you can download it here and then look for any missing drivers that windows updates doesn't find on Toshiba site.

This is probably your best option as you should still have the Microsoft key on the label underneath the laptop, stating the version of windows originally installed. Use this to create a fresh install.
Try and recover any files using a USB boot device.

Another option would be to find another person with a similar toshiba laptop locally and just make the recovery discs from their machine. This will work as long as they are similar machine with the same OS.
This worked for me once and after the recovery was done, I was able to create a set of discs for the laptop I recovered as well.

    try this

restart or start your computer while holding down the number zero key.

    2
Choose "Recovery of factory default software" from the list on your screen, and then press "Next." If you do not see this or a similar option, your model of Satellite does not have a factory settings system restore point in a partition on your hard drive and you will need to restore from a CD.

    3
Click the option to "Recover to out of box state" or "Restore original factory image" and press "Next." Follow the onscreen prompts, and then allow your computer to complete the recovery process before you attempt any other processes.

    4
Choose any key from your keyboard and press it to restart your computer when prompted.

holdown 0 ie zero key, til recovery menu appears.
