Depends on context, in the scots context it means 'oathbreaker' in the norse context it means caller of spirits.

Personally I'd say a male witch is just a witch and it's rare to find someone using it in the norse context so Warlock for me will always carry the subtext of 'oathbreaker/betrayer' or someone trying to use it to be cool.

Is it a proper title for a male practitioner of magick or is it a slur with negative connotations?

I would say magician is the best title.
