I need to produce an information leaflet explaining an questionnaire which it will accompany.

Readers will include elderly and infirm individuals and therefore maximum legibility is paramount.

What do people suggest font wise for headers, subtitles and main text?

I am thinking just going all the way with Times New Roman for simplicity and ease? Is this a good choice?

Make sure to use a baseline grid! Are you using photoshop or indesign?

Don't have InDesign, was going to use Illustrator.

I'd recommend doing the artwork in Illustrator, and then setting the text in InDesign - it handles text much, much better than Illustrator or Photoshop. Though wouldn't be the worst thing in the world.

Helvetica Roman and Bold all the way.

Don't go below 12pt type and be generous with your leading.

I'd even say a leading of 20pt. Nice and clear.

not one person (except the op) has suggested a serif! a must for body text in this case.
