Buses swapping passengers...

Two buses on the same route catch up with one another, so one bus decides to take on the passengers of the other bus. So far I've mostly been lucky enough where it's the other buses passengers who get on my bus, but it is annoying when I have to vacate my nice comfy (using the term lightly) seat for another bus where a seat may not be guaranteed...

I can understand why it's done but I was just wondering if this is a Dublin Bus policy or is it just worked out between the drivers as and when it happens?

It is certainly not a decision the drivers could make. They would be acting on instructions received.

Consider yourself lucky. Here in Toronto you can be in a seat on the streetcar when the driver announced he is short turning, GTFO and wait for the next streetcar which may still be several minutes away which will of course be packed to the doors. All because they can't get headway management right or co-operation from Toronto Police to get tough on congestion (illegal parking/stopping and other messing) on mixed-traffic streets.

In my experience it's usually to get a late running bus back on schedule and would be on instruction of a controller.

Sounds like a late bus, defective bus or a driver no show.
The lads cant do this since the AVL was installed as they turn grey on the main screen which means investigate.
