Hi. I've been on IB for the last 4 weeks. I had plans to move to another country before I got sick.
How can I transfer IB? Doctor wants to give me final cert on my leaving day so it means my IB will be closed. How can I avoid this?

Illness benefit is not a transferrable claim. http://www.welfare.ie/en/publications/sw4/pages/s3.aspx

Going to another country covered by EC Regulations:

If you get Illness Benefit from this Department and you intend to move to another country covered by EC Regulations, you must tell us in advance. If you don’t tell us, you may lose some payment or your payment may be delayed.

I wanna transfer illness because still need treatment abroad. Why my doctor wants to give me final cert if I'm still ill?

Illness Benefit requires certs (weekly or monthly)from your GP,they will not be able to supply these if you are living abroad.

Illness Benefit can be paid abroad if you are getting approved medical treatment. It can be paid up to a maximum of 4 weeks while you are on holiday abroad. If you are going to an EEA member state you are entitled to be treated as if you never left the Irish State, regardless of your reason for leaving the State. However, you must still meet all the qualifying criteria for Illness Benefit which includes submitting medical certificates to DSP.

So the only problem is that my GP wants to give me final cert. I asked him to give me the MC1 form and I will continue sending certificates from the doctor abroad. But GP says that he has to give me final cert...

From the guidelines on Illness Benefit:
Payment while on holidays or abroad
Overall, a person going to an EEA Member State is entitled to be treated as if s/he never left the State, regardless of the reason for leaving the State.

However, as the continued issue of payment(s) is dependent on the receipt of medical certificates the person should notify the Department (where possible) in advance to ensure that payment continues e.g. switched from medical certification to monthly certification.

A person who wishes to go to a non- EEA country for health reasons, may be entitled to Illness Benefit for the duration of his/her absence. While each case is treated on its own merits, a decision would take into account factors such as duration of claim at time application is received, nature of incapacity and likely period to be spent abroad.

In any event the person must notify the Department in advance of departure and is paid for the period of absence on his/her return.
You will need to contact Illness Benefit section to discuss this with them.
