Windows mail blocking outgoing email

Here is a quick question :

My father in law has Windows 7 on a Dell laptop.
He told me yesterday that he had attempted earlier in the week to send an e-mail to members of his bridge club, 30+ or so e-mail recipients.
He would have been using the default e-mail program on Windows 7.

He said that some dialog/warning or error came up which prevented him from sending the email to the full list of recipients.
He got around it by trimming the list to half the size and then sending 2 separate e-mails.
He said that later in the same week windows was fine about sending a second e-mail to the full list (of 30+).

My question is (given I didn't see the dialog) is
    1. Would this be a security setting within Windows mail.
    2. Might this be his Antivirus (AVG free)
    3. Might this be his POP/SMTP provider (which is either BT/IOL or eircom).
    I can never remember which.
He retains his eircom.net email address so I know he is probably pulling emails from his original eircom.net account but his broadband is from BT/IOL so I think SMTP for outgoing email is coming from them.

    Just wondered.

Option 3 I would imagine. Eircom has had issues with smtp, I believe they set a limit of 25 recpients. You could test using either webmail or an alternate outgoing mail server.
