I searched on daft for shared accommodation in dublin in the areas d1 through d9 and there was 26 results with a maximum monthly rent of E300 (rent supplement limit).

most of them were rancid places that i wouldn't make a dog live in.

how are the rest of ye able to find a reasonable place to live for that amount of money in dublin?

In short, I wasn't able to, I had to give up on rent allowance and just pay out of my own pocket. It's hard but like you said, rather than live in a rancid cesspool, I'd prefer to live on a shoestring and be comfortable. It's quite possible to find nice places between 300 and 400 but very little below the rent allowance limit.
