Not sure if this has been flagged, but another shameful case of a child being bullied at school, and the Board of management believing it has no jurisdiction to intervene as some of the incidents happened outside of school.
I believe this one of those seemingly small things whose consequences have huge ramifications, but which the lawmakers seem unwilling to tackle for whatever reason.
At least take the lazy way and try to incorporate laws from other jurisdictions to deal with this.
