    I would like to buy a custom built Pc from PC specialist UK. But they have Vat including and excluding.
    I am a student, would I be VAT taxed?

    yes unless they direct sell into ireland or unless you have an irish vat number in which case you self account

    so basically yes

    What if I buy a laptop from the US. Is it a better opinion? I don't think there is vat but I am worried about the import duty tax.

    Liable to VAT and Customs duty at the point of importation.

    VAT is a tax on on goods and services. A PC is a good.

    Therefore, by definition there a strong possibly that you will pay VAT on the purchase of a computer!
