As the title states, if i log onto the Sony Entertainment Site and Deactivate all my registered devices that can use my PS3, will I still have all my downloaded map packs, saved games and downloads on my Sony store etc on my original PS3 even tho my current device has to be deactivated along with the other 5 systems for some reason?

You will have to re-activate your PS3. Simple Process.

I also think that new rules mean downloads can only be activated on two systems.

I don't think it effects older titles that were already put on 5 PS3s though but can't confirm that.

Maybe thats not helpful to you anyroad!

I am pretty sure if you deactivate a PS3 all files will be unplayable... Therefore when you reactivate you will have to download all files again..
