    I tried to register a skrill account but it seems someone else registered an account using my mobile number and a different name to mine.

    Skrill email support won't give me any more details or engage any further to clear things up.

    Bar getting a new sim card just to register a skrill account do you know of any other way to clear things up?

    You could recover the account using your mobile phone.
    Do not do this without professional legal advice from a solicitor beforehand.
