    It's illegal for windscreen centres to fit toughened glass.

    Not to a car which had toughened glass originally. Also it's usually only the front windscreen which is laminated on more modern stuff. The other windows will be toughened glass.
    I would guess that whoever you contacted were afraid to take on the job in case there was any breakages.
