See flight instinct period and second fear period. I would avoid taking the pup to new places or trying to introduce him to new things until this passes. Often there is not much that you can do, try to keep your patience and temper in check. This may not be much help in solving your problem but it's important to why this is happening - when you understand that it makes a big difference in your reaction/attitude to your dogs behaviour. Just try to keep in mind that it's not really the dogs fault.

She could be coming into season as well and they can go off form around that time as well so maybe keep an eye out for that.

You can still socialise your dog, just be very sure of whom with and be quick to step in if any situation arises she seems uncomfortable with. You want to avoid any big scares as its a pretty sensitive time psychologically and you don't want something to happen that might have a lasting impact. Your girl sounds to be experiencing this phase at the higher extreme of the scale at the moment unfortunately. It might not last long so don't worry too much.
