Have you tried inverting it? (like a negative that is, not turning it upside-down :p ) Sometimes text is clearer when inverted.

Maybe try very low angle light. This would bring up any shadows. Try from different angles and directions.

    OR

Take a photo on your phone from about 20 feet away. Send that to the Labs they have in Hollywood. Ask them to use the ENHANCE IT software (only available to the Crime Movie Industry) They will then tell you the date, the fact that the Mason was 32 and left handed and that he had a corn on his right foot.

Might be easier to take some video as you drive past, that usually yields more accurate results.

What i find works best is if i stand in front of a mirror, take a shot with a low res camera and then press the enhance button to focus on the reflection of the scene in my eyeball..

    ...

Sorry OP :) you could try taking a shot on a tripod and then enhancing the contrast. Tbh though the rubbings will probably yield better results. As you'vve probably guessed by now, tv gives a rather inaccurate view of these things.

You could post up one of your pictures and let the CSI crowd above go mad on it :)
