Mastitis question

Looking for suggestions on this one: Cow has mastits in one quarter, but it seems like the teat is blocked up in the bag somehow. The quarter isn't milking out. When I draw her there's a few squirts but then it stops, and today, tubing the quarter, the stuff wouldn't go up into the bag, it seemed to stay in the teat.

Is it likely that there's some crud up in the udder that's stopping the milk from coming down, and is there anything can be done about it? Cheers.
