It's too hard to give a definitive answer these days, there has been some good specials on in this country for a few months now.
Generally Lidl is cheapest, but you're confined to 700ml bottles. the other supermarkets have good deals from time to time,eg Tesco at the moment several spirits inc Smirnoff(crap vodka admittedly)and Bushmills for €15.
Overall,Asda is the cheapest, but not worth a special trip unless you're buying in bulk. Try filling a cart on Master of malt,Whisky Exchange, etc(they do all spirits),and check the shipping,it's not bad.
    In other words,as always,shop around,watch for specials,etc

    700 ml bottles are grand.

Why go to the hassle and expense of putting up optics if you're just going to put Tesco Value vodka on them?

Maybe he/she wants to recreate the average Irish pub experience of rubbish quality drinks but on a budget.
