My canon 24-70 L series gives "err 01, communication between the camera and lens is faulty" when I set an apature above f2.8. If I press the dof button however before I take an image It works ok.

Seems like the apature is getting stuck.

I need to have this repaired but canon ireland website sucks. has anyone dealt with canon ireland?

    are they any good?

What would you recommend i do in this situation?

Canon Ireland is ISS in Dublin. As far as I know they don't have any service centre there so they will send it to the UK to be repaired for you. You're probably better off sending it directly yourself and saving yourself a few bob.
There is also a guy on here, zerohamster, who seems to repair DSLRS etc. I don't know him or anything about him but it would do you no harm to send him a pm and see if he can help you.

i've had the same lens repaired twice times, once through ISS (and therefore through canon in the UK) ISS staff were incredibly rude and arrogant towards me

and then once by Canon USA, who charged half the price of ISS, though you will need an address in the US to have it shipped to before having it shipped home. all correspondence was done via the web:
